Resilience is the ability of women and men to realise their rights and improve their well-being despite shocks, stresses and uncertainty.

Asia is exposed and vulnerable to a wide range of disasters caused by natural and manmade hazards. In many respects, Asia is the global epicenter for disasters. Our location makes it prone to destructive hazards that are exacerbated by climate change, leading to increasing number of cyclones, rising sea levels, severe drought and other extreme climate effects. This vulnerability is compounded with poverty. Majority of world’s poorest today are in Asia, thus protection from these disasters and recovering remains difficult.

Oxfam believes that disaster risks and its impacts on people living in poverty is ‘no accident’, rather, the result of inequitable and unsustainable development that fails to address poverty, creates vulnerability and lets the burden of risk fall unfairly on the poorest and most vulnerable people.

Here in Asia, Oxfam continues to work with its partners – communities, governments, institutions, change makers, thought leaders, civil society, and academe among others – to promote resilience against existing risks – and new risks from natural and human induced hazards – that impact Asia’s poorest and most vulnerable. We believe in the "whole of society" approach to become truly resilient.

The Asia Resilience Hub (ARH) – through Oxfam’s global network, technical expertise and knowledge – aims to support in making Asia resilient to disasters, the best way possible.

Together with our partners across the world, and Oxfam’s experts and practitioners on Asia resiliency, we form a community that shares knowledge and coordinate on issues related to Oxfam’s resilience work in the Asia region.

We focus on making people and institutions, from individual to communities, resilient to shocks and uncertainties brought on by hazards and climate change. We want smallholder farmers and enterprises to be able to resist disasters and protect their lives and livelihoods against disruptions. We work with urban districts and cities, as well as the private sector, in making them more resilient to disasters, and in developing more inclusive and sustainable development pathways and economies. We impart our expertise on Natural Resource Management. We ensure gender mainstreaming in humanitarian and resilience programs to ensure that women are able to participate in decision-making, resource allocation, mobilization, and utilization.

As a hub, ARH believes in iterative learning and in being receptive to new knowledge and experience, especially in areas where we have capacity and knowledge gaps.

Oxfam's Resilience Work in Afghanistan

Oxfam in Asia - Asia Resilience Hub - Afghanistan

Oxfam and partners support livestock and almond producers in Afghanistan, especially women. We work towards improving water management, rehabilitating water sources, as well as enhancing community pastures and soil management.

Oxfam's Resilience Work in Bangladesh

Oxfam and partners work with more than 800 community-based local organizations in Bangladesh towards building resilient communities. We enhance leadership capacity and strengthen livelihoods of the vulnerable people who are living in riverbanks, islands, coastal and wetland areas. We equip them to face the impacts of climate change and disasters. We empower dairy producers, maize producers, crab producers, and women-led producer groups by promoting climate-resilient agricultural practices. We install saline and flood tolerant WASH facilities. We support in the implementation of the National Climate Change Strategy and Action Plan, and work with the private sector on impact investments.

Oxfam's Resilience Work in Indonesia

Oxfam and partners promote drought-adaptive farming as a way to make the livelihoods of Indonesian smallholder farmers and enterprises more resilient. We work with cities and districts on implementing an integrated waste management. We support Small and Medium Enterprises (SMEs) in making their businesses resilient.

Oxfam's Resilience Work in Laos

Oxfam and partners develop Disaster Risk Management (DRM) plans and community-based adaptation in Laos. We support the Lao Ministry of Natural Resources and Environment on institutionalizing DRM, and work with government partners at district levels in developing plans for forest and land use, product value chains, and product marketing. We share our knowledge to agribusiness SMEs, and farmer organizations. We organize trainings for our partners and communities to ensure gender mainstreaming.

Oxfam's Resilience Work in Myanmar

Oxfam and partners provide technical support in diversifying the livelihoods of the vulnerable communities in Myanmar, including those affected by conflict. We empower communities to influence decision-making on water resource, and assert their rights to secure livelihoods and access to water. We raise awareness about these rights, develop evidence, and build capacity of our local partners to advocate for change. We influence government and the private sector to improve policies and practices that would protect the rights of the vulnerable. We mobilize vulnerable communities through gender sensitization workshops to ensure that women are represented in different disaster risk reduction committees.

Oxfam's Resilience Work in Nepal

Oxfam and partners promote climate-resilient agricultural practices in several Nepali districts. We work with the government on the Nepal Urban Strategy, and advise Nepal's private sector on climate change adaptation.

Oxfam's Resilience Work in Pakistan

Oxfam and partners help increase productivity of smallholder Pakistani farmers who work on dairy and agri-businesses. Through the RICE Project, we build capacity of smallholder women to cultivate the lands granted to them by the government. We support in installing sprinklers in drought areas, solar tube wells for irrigation and vegetation, and donkey tube wells. We advocate for the recognition and inclusion of female agricultural workers as part of the formal labour force and labour policies. We also conduct youth advocacies about climate change and food justice. We provide technical support and direct purchasing support for the private sector in rice and dairy value chains.

Oxfam's Resilience Work in The Philippines

In the Philippines, Oxfam, through the EMBRACE Project promotes integrated farming system. On Water, we work on septage management. We conduct economic empowerment projects as part of recovery efforts for the Typhoon Haiyan-affected communities. We support SMEs on business continuity planning, to help them bounce back from losses after disasters. We support 28 local governments on their People’s Survival Fund (PSF) applications, as well as partner with Center for Local and Regional Governance for tracking climate finance. Our partners include SPPI, RDISK, SIMCARRD, COM, HUCCD.

Oxfam's Resilience Work in Sri Lanka

Together with the private sector, Oxfam is implementing a weather-indexed insurance project to support Sri Lankan smallholder farmers to combat the impact of floods and droughts. We work with the government in developing and implementing Sri Lanka’s National Community Resilience Framework.

Oxfam's Resilience Work in Vietnam

Oxfam and partners promote alternative energy solutions to vulnerable communities of Vietnam's Ca Mau province. In the Mekong Delta, we build capacities of coastal communities and local authorities to enable them to adapt to disaster and climate risks. Oxfam integrates principles of good governance and social accountability in the working processes of the extractives sector. We do this in order for affected communities to be able to exercise their rights to participate, monitor, and hold companies and governments accountable. We also advocate, by calling on extractive industries to comply with international standards and practices, through the Extractive Industry Transperancy Initiative (EITI) and Free Prior Informed and Consent (FPIC), that are both drafted by governments and companies. We support multi-stakeholder dialogues, and acknowledge extractive companies who practice responsible business, both socially and environmentally.

Achieving impacts at scale

Oxfam builds synergies and linkages with our other projects on food security and financing for development, to achieve impact on a larger scale. We work together with Oxfam's People Protecting Their Ecosystems in the Lower Mekong Project, that empowers vulnerable communities, whose livelihoods and food security are being threatened and affected by large mining and hydro power projects in the Lower Mekong. Together, we develop sustainable livelihoods for these communities, by integrating biodiversity conservation and community-based natural resource management.

“Fair sharing of water resources”

The Mekong river basin rates amongst the most threatened biodiversity hotspots globally.

More than 60 million people live in the Mekong basin, and over 340 million people reside in the wider Mekong region.

As much as rivers and streams play a vital part for agriculture and fisheries, these are also being exploited for development and for energy. The lower lands have extensive floodplains, wetlands and delta systems – critically significant ecosystems with rich biodiversity. Water does not stop at national boundaries, so in Asia, Oxfam is working across borders.

Oxfam's Mekong Water Governance Program works through partners and with communities across the Mekong and Salween river basins.

We are concerned for the vulnerable communites in the Mekong who are affected by the increase in water and land grabbing, outright denial of human rights, and rising threats to food security (impact on fish, rice cultivation, and riverbank gardens). These vulnerable communities are rarely consulted with, and have no access to information.

For Oxfam, governance means who is involved; who is excluded; who wins and who loses when decisions are being made about the development of river water resources in the region. Most often, it is the poor, marginalized, indigenous communities, especially women who are the most negatively impacted.

Oxfam's work on Mekong Water Governance

The Oxfam Water Governance team in Asia has over 15 years of experience in working on fair sharing of natural resources, with a special focus on gender. We work with communities affected by large-scale water projects, along with governments, civil society, Non-Government Organizations (NGOs), researchers, academics, developers, private sector, regional institutions, youth and indigenous groups.

We aim to strengthen civil society and empower communities, so that more farmers and fisherfolk in the Mekong region will fully realize their rights to secure and sustainable livelihoods.

Empowering Farming and Fishing Communities

Networks enable community voices to be amplified and heard by the powerful developers; this is the very reason why Oxfam is strengthening networks that support farming and fishing communities in the Mekong and Salween region. We pay attention to engaging women and young people who are often excluded from decision-making, but have a strong investment in the future of the rivers.

Standards on Accountability

Oxfam actively promotes international standards, and hold infrastructure developers accountable for their practices. Through trainings, partners and communities become well-informed about the practices they can and should expect from those who must be held accountable.

Community Resilience

Oxfam strengthens resilience of communities along the Mekong river by promoting sustainable alternative energy through its Community Fishery Conservation projects and Off-grid Energy project.

GRAISEA's work in Asia

Easing the Plight of Banana Farmers in the Philippines

As the second largest producer of bananas in the world, the Philippines has become a major player in the banana exporting industry. However, hundreds of banana farmers in the country face contract issues that reduce their incomes and increase their vulnerabilities to different kinds of risks, such as climate variability and disasters. To improve the situation of these banana farmers, GRAISEA, through its partner IDEALS, has conducted legal clinics and financial management seminars. Together, we facilitated engagements with the government, banana companies, and other stakeholders. We also implemented gender-based training to encourage more women participation in the industry.

Promoting Sustainable Fishing in Thailand

In Thailand, Oxfam, through GRAISEA, works with local partners to improve the livelihoods of its fisherfolk communities. The programme aims to promote sustainable fishing practices that prevent overfishing and protect the environment. To further create impact, the GRAISEA programme also supports a women-led social enterprise called Fisherfolk, that buys fish directly from local fishing communities to promote fair pricing.

With Oxfam in Thailand, Fisherfolk has established the Blue Brand, a set of standards that guarantees customers safe and responsibly sourced food, while sharing the profits with the fisherfolk. Likewise, GRAISEA helps women enhance their business skills and product expertise.

Paving the way towards an environmentally sustainable aquaculture sector in Indonesia

Indonesia is the world’s 4th largest producer of aquaculture prawns. Because of its economic importance, GRAISEA ensures that the aquaculture sector in the country is environmentally sustainable and socially responsible. The GRAISEA Programme partners, together with Oxfam and WWF-Indonesia, help companies and local prawn farmers to obtain Aquaculture Stewardship Council (ASC) certification. We actively involve women in the process, in recognition of the key roles they play in the shrimp value chain. Local prawn farmers also benefit from the ASC programme, as routine trainings are held to improve the quality of prawn farms. Through this programme, prawn farmers have been able to produce prawns that are healthier and larger, leading them to offer a premium commodity, and earning them a higher income.

Promoting responsible business practice in Cambodia

Cambodia has experienced rapid economic growth in recent years. Half of its workforce is employed in the agricultural sector, and most of these workers are women. However, responsible business practices, including those focusing on gender, are not widespread, and the country’s regulatory framework is weak. To address this, the GRAISEA Programme – together with Oxfam in Cambodia and a variety of companies and civil society organizations – set up the CSR Platform Cambodia in order to facilitate the sharing of resources and best practices, that can help businesses become more socially responsible.

Asia has become one of the fastest growing economies in the world. But the ever-widening gap between rich and poor is a stark reminder that our region is still home to two-thirds of the world's poorest people.

Even though countries in Asia are making good progress in growing its economies and reducing poverty rates, the poor will remain poor, if inequality, social exclusion and vulnerability still exist. Climate change, poor governance, and humanitarian crises due to conflict, are also shaking Asia’s stability. Natural disasters and water shortages have increased, resulting in unhealthy competition for natural resources.

Two thirds of the poor in Asia are women. Yet, women’s voices remain under-represented in decision-making socially, politically and economically, at all levels. That is why women’s rights are at the heart of everything we do.

Oxfam makes sure that people are able to have decent sanitation and can get clean water to drink. We provide help for people to get food and other essentials they need to survive, and ensure that the most vulnerable are kept safe from harm. We support them in being better prepared to cope with shocks and uncertainties. We help rebuild communities to come back stronger from disaster, and to face the future on their own terms.

Asia’s rich are getting richer, but why are the poor are only getting poorer?

We live in a world where rich corporations and individuals find ways to manipulate tax laws and avoid paying their due share, leaving the poor to suffer the consequences.

Governments in Asia are unable to collect adequate taxes because of tax dodging. In return, not enough funds are going to essential public services such as universal healthcare, education and social protection. As a consequence, the poor are not given the opportunities to go to school, access information, and afford quality healthcare.

Low wages, and lack of respect to labour rights are also worsening inequality in Asia. Corporate profits are enjoyed only by those at the top; while minimum wage workers, small producers, fisherfolk and women remain powerless, unheard, and unable to earn enough to escape poverty.

Extreme inequality hits women the hardest in Asia. They are the lowest paid, most precarious, and unsafe at work. Women in Asia also carry out the majority of unpaid household chores, taking up too much of their personal time; limiting them to pursue careers of their choice and play an active role in society.

Oxfam believes that inequality is not inevitable. Rather, it is but an outcome of poor and irresponsible political choices, made by governments and by the powerful. Equal access to knowledge, technology and natural resources is essential to narrow the gap between rich and the rest in Asia.

Oxfam, through the Even it Up Asia Campaign works with governments, regional institutions, international organizations, women’s rights groups, and civil society organizations in the fight against inequality. We advocate for policies that champion fair taxation, labour rights, living wages, progressive public service spending, women’s equal access to labour and market, and equal wages for both women and men.

Oxfam's latest campaign calls on reducing inequality in Asia

We call on Asian leaders to put into action their lip service to ‘inclusive growth’.

Governments must set national timebound targets to reduce the gap between rich and poor.
Leaders must work together to put a stop to tax evasion and tax dodging, and create tax systems where rich individuals and corporations pay their fair share.
Governments should reaffirm their commitment to increase resources for essential public services such as education, health and social protection. They should respect global targets to spend a minimum of 15% of their budgets on health, and 20% on education.
Leaders should legislate and implement living wage, to increase wage standards enough for workers and their families to be able to afford to live decently, and escape poverty.
Governments should empower women in contributing to the economy. They must ensure and expand women’s access to credit and capital, and invest in enabling women to put up and manage their own businesses. They must address the burden of care work on women, by extending and expanding public services aimed at supporting, reducing, and redistributing unpaid care work.
Leaders must create an enabling environment, in which citizens contribute to decision-making, making sure that workers are represented in corporate structures.
Governments must measure progress in reducing inequality. Countries in Asia must set clear national targets to reduce inequality, and collect accurate data on top incomes and wealth.
