Timor-Leste comprises the eastern half of Timor Island and a small enclave (Oecusse-Ambeno) in Indonesian West Timor. Asia’s newest nation lies between Indonesia and Australia with an area of only 14,870 km. Timor-Leste regained independence in 2002 following 24 years of Indonesian occupation, preceded by over 450 years of Portuguese colonialism. Despite its violent past, the country has remained relatively peaceful over the last twenty years.

Our Vision for 2025 is working for a Just, Sustainable and Inclusive Timor-Leste – by promoting the role of civil societies and civic space, our influencing model is based on more than two decades of program experience in Timor-Leste across multiple sectors – accountability and transparency, land, agriculture, climate-crisis adaptation, disability inclusion and civic space. Oxfam in Timor-Leste is celebrated for strengthening civil society, amplifying diverse community voices at national and international levels, and its ability to establish and coordinate partnerships.
Resource and Advocacy Centre
Under our new country strategy, Oxfam in Timor-Leste continue promoting sustainable change to policies, practices, and social norms by integrating our influencing approach into collaboration with government stakeholders, partners, development agencies, media and strategic allies and communities as central to our influencing and advocacy work.
Women's Economic Empowerment
We use an innovative combination of approaches, starting with Savings for Change (ROMANSA) groups and Gender Action Learning System (GALS) to support women, including women with disability, to plan livelihoods and develop small enterprises and sustainable agriculture income-generating activities, while supporting change in unequal gender norms and practices. We collaborate with women’s and persons with disability organisations to lead project implementation and create change in their communities.
Women's Land Rights
We work with Rede ba Rai (Land Network) and its members, including women’s rights organisations, to strengthen women’s land rights and land access. We work to increase recognition and women’s voice and knowledge on land rights; influence laws, policies, and programs so they uphold women’s land rights; strengthen civil society organisations, including women’s organisations, so they are better able to support women’s land rights.
Disability Rights-Based Budgeting
We work with local partners and disability organizations as well as promotor groups consists of 7 people with different types of disabilities by strengthening their role to analyse and influence the Government state budget and its implementation to meet Disability Right Based budgeting based on the National Disability Action Plan for persons with Disabilities in Timor-Leste
Climate Finance
We work with our partners, Civil Society Organizations to monitor the implementation of Climate Finance Projects in Timor-Leste by ensuring that the Climate Funding are transparent and accountable as well as the implementation process will be open for community to participate from the design to execution process. This is to make sure that people who are vulnerable to climate crisis such as Women and Persons with Disability will be more resilient and reduce any negative impact from the climate finance projects.
Inclusive Disaster Ready and Response
We are working with our partners from local organizations as well as Persons with Disabilities organizations to support the community and Sucu Disaster Management Committee by having suku disaster preparedness and response plans to tackle challenges such as flooding, drought, or landslides. When Disasters occur, we will ensure vulnerable communities receive timely, appropriate, and quality humanitarian assistance.
Community-Led Carbon and Agroforestry
We work with community and farmers creating local and global environmental, social, and economic change. It supports smallholder communities to grow and manage forest trees on their land, which capture carbon from the atmosphere. This Carbon is then sold through carbon credits across international carbon markets, putting an earned dollar in a farmer’s pocket and empowering them to decide their own future.
